日本では、自転車は「車両」です。交通ルールを守らなければなりません。

いつから変わるの？

2026年4月1日から変わります。

何が変わるの？

16歳以上の人が自転車で一定の交通違反をした場合、交通反則通告制度が適用され、反則金を払うことになります。

※例えば ・自転車を運転しながら電話をしたり、スマホを見た人→12,000円を払います ・信号が赤なのに止まらなかった人→6,000円を払います

この制度は反則金を納付することで、刑事手続にならず、起訴されず、前科も付きませんが、危険な違反や事故など、重大な場合は刑事手続になることがあります。

違反すると、どうなるの？

• 取締りを受けた翌日から原則7日以内に、銀行や郵便局で反則金を仮納付します。
• 仮納付をしない場合は、指定された期日に交通反則通告センターに出頭して、通告書と納付書を受け取ります。
• 通告を受けた翌日から原則10日以内に納付します。
• 納付しない場合は、刑事手続に移行します。

自転車の基本ルールは？

• 車道が原則。左側を通行する。歩道は例外。歩行者を優先する。
• 交差点では信号と一時停止を守る。安全確認をする。
• 夜間はライトをつける。
• 飲酒運転は禁止。自転車でも禁止。
• ヘルメットを着用する（努力義務）。

歩道を走っていいの？

自転車は車道が原則です。ただし、普通自転車は次の場合に歩道を通行できます。

• 「普通自転車歩道通行可」の標識・標示があるとき
• 13歳未満、70歳以上、一定の身体障害がある人が運転するとき
• 工事や駐車車両などで、車道通行が危険で、やむを得ないと認められるとき

歩道を通行するときは、歩道の中央から車道寄りを、徐行で進みます。
歩行者の通行を妨げるときは、一時停止します。

What happens if you violate the rules?

• You must pay the fine, in principle, within 7 days of the date of the enforcement action, using cash at a post office or bank.
  If you do not make a provisional payment, you must appear at the Traffic Violation Notification Center on the specified date to receive the notification and payment slip.

The basic rules for bicycles are？

• Bicycles are, in principle, required to use the roadway. Stay on the left side. Sidewalks are an exception. Give way to pedestrians.
• At intersections, obey traffic signals and stop signs. Check for safety.
• Turn on your front light at night.
• Driving under the influence is prohibited. This also applies to bicycles.
• Wear a helmet (strongly recommended).

Is it okay to run on the sidewalk?

As a general rule, ride on the roadway. However, standard bicycles may ride on sidewalks in the following cases:

• When there is a sign or marking indicating “Bicycles Permitted on Sidewalk”
• When the rider is under 13 years of age, 70 years of age or older, or has a certain physical disability
• When it is deemed unavoidable because riding on the roadway is dangerous due to construction or parked vehicles.

When riding on the sidewalk, ride slowly along the side of the sidewalk closest to the roadway.
Stop temporarily if you are obstructing pedestrians.
